I have Photoshop CS3 on one laptop (now my girlfriends) and tried to install it on my new laptop but it says 'maximum number of licences reached'

You cannot install it on multiple computers. You have to buy another copy.

You can buy one for $800 in US. I'm sure you'll be able to install it on other computer if you remove it from your girlfriend's one. Call Adobe support if it won't work.
Read your license. You can install Photoshop on two computers that you own.
