It doesn't matter which one you get, it is what you are willing to learn. Remember, the coolest software will not make you able to do cool things unless you are willing to take the time to figure out how it all works. There are lots of free tutorials that you can find on the Web to help you learn, and some good books too. But it is not something that will happen just by having the ''best'' version of something. The software and the computer are only tools. It is the person who learns how to use them and tries different things that makes for cool design.
Serif photoshop 8 is quite good, or you can also try Adobe Photoshop C3
Photoshop Elements 5 is about as good as it gets for a reasonable price. It also has a lot of automated facilities (e.g. auto smartfix, auto levels, auto sharpen etc) under the ''Enhance'' drop down menu) which are a godsend for the newer user and a lot of sophisticated features you can use as you get more used to the software. Also there are a lot of sites on the web that offer help, tips and tutorials. There is also an excellent reference manual ''Photoshop Elements 5 - the Missing Manual'' you can buy which really goes into detail. However this is best when you have experimented and used the build in automatic facilities. Give it a try and best of luck!
