u can get photoshop elements for $99.00 which to ME is cheap.....the extended is hundreds of dollars.

you can get GIMP which is FREE! Similar to Photoshop, just not as cool or professional.

if you see a cheap or free version being handed out to, most likely its TOO GOOD TO BE TRUE!

If you want real Adobe Photoshop, you can get it at one of those sites like Limewire, BUT I wouldn't recommend doing it. It's illegal and you'll get a virus and other junk from those sites.

If you want a good, free photo editing program (not as good as Photoshop, of course, but OK) download Irfan View. Do a search on it and you'll find it.
if you use vista, use its photoshop or go to download.com

There are tons of free photoshops
Photofiltre is freeware and uses Photoshop fliters.
