Adobe photoshop cs3 ?

i was wondering what i need to do or wat tools to use to make this kind of graphics on this picture with adobe photoshop ?

with just brush tool alone and text tool ( to type the text) you can do the effect.

some other tools like lasso tool, eraser tool, masking technique, pen tool would be needed , and probably some filters to achieve the effect,depending on how you do it or how you want to do it.
