Photoshop 7.0 is an AWESOME program and is capable of doing much more than what has been done in that picture you linked.

The picture is to small to see.
First take a photo and then modify it in photoshop. If you dont know how to do that, then you are out of luck.
Also that picture is lame.
Read the manual. . . heh.
Yeah, um, learn how to layer. Guh, it took me a long to time to get the hang of using all the freaking different layers.
