You sure can use Photoshop to design CD covers and posters, but a better program would be Adobe Illustrator. The reason for this is that Photoshop is pixel based and Illustrator is vector based.
Photoshop: the computer reads everything pixel by pixel. This means if you are using text, shapes and the pen tool you can't enlarge it very much without the jaggedy pixels showing.
Illustrator: The computer reads the text and shapes as an equation. You can enlarge these shapes and text as large as you want, and it will NEVER pixelate. So if you design a logo as a 1 inch by 1 inch shape, you can blow it up as large as you want, where as with Photoshop you would only be able to blow it up to a few inches before it becomes pixelated.

Photoshop is a general graphic design tool. It's capabilities definately include being able to make CD covers, posters and other stuff. However, there are also specific programs that are tailored for performing these tasks and may make it a little easier for the user without having to read too much into the tutorials.
