Corel PhotoPaint from Corel Draw is my favorite. Got the full ver.12 just recently through Amazon for $50! (newest ver. is over $400)

You can buy them at Best Buy or Staples, or even Circuit City
Photoshop: Amazon (or go to Google and were it says More%26gt;%26gt; up by the search bar click that and go check Froogle and go search for Photoshop and find the lowest price...) But for Photoshop, be prepared to pay big bucks, because it's the cream of the crop!

the Gimp - freebie, pretty powerful, but hard-pressed for documentation
you can go to google and put picasa and it is a free download that you can edit photos with... or you can buy one from best buy or anywhere like that
