Adobe Photoshop CS3 Layers?

Is there anyway to add `Layers`to the top of the program where: File, Edit, View, Object and every other command is!?

I know there is the Layers 'box' at the right of Adobe Photoshop CS3 but on CS2 there was more commands

that with the Layers command that I cannot seem to find...

The Layers menu is in the default menubar in CS3 (between Image and Select). If you don't see it, you may be using a different menu configuration.

Go to Edit %26gt; Menus, then select "Photoshop Defaults" from the dropdown at the top (or...just look at the individual menus below, and un-hide the layers menu).
